Characterizing Digital Inequity in Northeastern Colorado Springs

As an instructional coach and educational technology specialist in District 49, my professional context offers a nuanced lens through which to examine digital inequity. Northeastern Colorado Springs is often described as suburban and economically stable, yet closer analysis reveals dividing factors that shape how students, families, and educators experience access to technology. These divisions are not always visible, but they significantly influence learning opportunities and outcomes.

Dividing Factors and Who Is Impacted

Several interconnected factors contribute to digital inequity in this community. Socio-economic status remains one of the most influential. While some households in ZIP codes such as 80923 and 80927 report above-average median incomes, pockets of economic instability exist alongside this prosperity. Families experiencing financial strain may rely on shared devices, inconsistent broadband, or school-issued technology that does not fully meet learning needs. As Anyon (1980) argues, social class influences both access to resources and the expectations and experiences students encounter within educational systems. In this context, students from lower-income households may be subtly taught different “rules” about technology use, independence, and opportunity.

Home language is another dividing factor. As linguistic diversity increases within District 49, multilingual learners and their families often face barriers related to digital literacy, platform navigation, and communication with schools. Darvin (2019) describes this as part of the hidden curriculum of the digital age, where there is an assumption that students already possess certain technological competencies, even though access to those skills varies widely by community.

Differences in age and educational background also affect who is impacted. Parents and caregivers with limited experience using educational technology may struggle to support students with online platforms, especially during remote or hybrid learning. Teachers, too, experience inequity when access to professional learning does not align with the demands placed on them to integrate technology meaningfully (Warschauer et al., 2003).

COVID-19 and Its Lasting Effects

The COVID-19 pandemic amplified existing inequities and created new challenges for students, educators, and families. During periods of remote learning, access gaps that were previously manageable became impossible to ignore. Students without reliable internet or independent digital skills were disproportionately affected, reflecting national trends identified by van de Werfhorst et al. (2022). Teachers were asked to rapidly adapt instruction, often without sufficient training or time, while families were expected to assume greater responsibility for facilitating learning at home.

In my community, these challenges revealed that access alone is insufficient. Even when devices were provided, many students lacked the skills or support needed to use them effectively. Brown (2020) emphasizes that the digital divide includes disparities in usage and outcomes, not just hardware or connectivity. These issues continue to shape post-pandemic learning, particularly for students who rely heavily on school-based resources.

Connections to This Week’s Readings

What stands out most from this week’s readings is the consistent emphasis on digital equity as a multidimensional issue. Gallardo (2022) highlights that digital divides persist across suburban and urban environments, which challenges the assumption that proximity to resources guarantees equitable access. Similarly, Navarro-Martínez and Peña-Acuña (2022) caution that increased technology use alone does not guarantee improved academic outcomes, particularly when it is unsustainable or poorly aligned with instructional goals.

In northeastern Colorado Springs, overall access in the community is stronger than in many rural or economically strained regions. However, disparities remain in digital readiness, instructional use, and long-term outcomes. These gaps reflect Warschauer et al.’s (2003) assertion that equity requires attention to social, cultural, and institutional factors alongside technology provision.

Moving Toward Action

Understanding these dividing factors is essential as I continue to develop my Call to Action. Addressing digital inequity in this context requires coordinated efforts that support students, families, and educators through access, skill development, and culturally responsive practices. Rooted in research and local data, this work can move beyond surface-level solutions toward meaningful, sustainable change.
